The California Public Employees’ Retirement System has decided to wind down its California Initiative, a $1 billion program launched in 2001 to invest in companies that are based in some of the state’s most economically disadvantaged areas. The $237 billion pension said the program, which it plans to phase out over five years, “has not met CalPERS investment return expectations.”
Swander Pace Capital, a lower-to-mid-market buyout firm specializing in consumer products companies, has begun raising a new fund, Swander Pace Capital V LP, according to a person familiar with the offering. The fund has a $450 million target.

Pantheon Ventures, a leading London-based fund-of-funds firm, has so far raised $53 million for its latest U.S. small-companies vehicle, the Pantheon USA Small Funds Program IX LP, according to recent documents from the Securities and Exchange Commission. An overall target for the fund wasn’t available. Calls to Pantheon were not returned.
