Swander Pace Capital, a lower-to-mid-market buyout firm specializing in consumer products companies, has begun raising a new fund, Swander Pace Capital V LP, according to a person familiar with the offering. The fund has a $450 million target.

The $15 billion New Mexico State Investment Council, the state’s largest manager of public assets, has been making several changes to its allocation and fund line-up, including a decision to drop Apollo Global Management’s Apollo Credit Fund LP on the advice of the council’s outside adviser, R.V. Kuhns.

Vicki Fuller, an executive at Alliance Bernstein, was tapped to be chief investment officer of the $150 billion New York State Common Retirement Fund, the nation’s third largest pension fund. She is due to start on Aug. 30, and her annual salary for running a pool of money larger than the annual output of New Zealand: $300,000.

Although Hershel Harper was formally named the new chief investment officer of the $25 billion South Carolina Retirement Systems, the appointment was overshadowed by a pitched drama took that place among feuding members of the commission that oversees the pension fund.

Hammond Kennedy Whitney & Co., an Indianapolis-based small to mid-market buyout firm, is raising a new fund, HKW Capital Partners IV LP, that has a $300 million target and a $350 million hard cap, according to a recent filing with the Securities and Exchange Commission.

Pantheon Ventures, a leading London-based fund-of-funds firm, has so far raised $53 million for its latest U.S. small-companies vehicle, the Pantheon USA Small Funds Program IX LP, according to recent documents from the Securities and Exchange Commission. An overall target for the fund wasn’t available. Calls to Pantheon were not returned.
